I was getting that screen on every attempt to use Google search. Searching on Bing it said I had violated Google's policies of automated queries. Funny because I use Chrome with no add-ons. Solution said to delete cookies and browser files. I deleted Chrome history (not cookies), restarted the modem and it's fixed.

No idea unless it's related to Telcel and the way they run their network
