If a Mexican and a foreigner enter into a verbal agreement for construction and then the foreigner refuses to pay the Mexican the agreed amount, what are the options that the Mexican can use to recover the money that is owed him?

Can the Mexican sue the foreigner in a civil court? File a denuncia? Report the foreigner to immigration?

Thank you for any information on this situation.

I know of a case that the Mexican wrote a complaint to Immigration
for nonpayment , and the American was delivered a notice to the American to appear.  I was with the American .  Immigration said that
the American would be in a better position to stay in Mexico if he paid.

Also the Mexican probably has "friends" . You can surmise the rest of the story.
