Appointment with Laredo Consulate for visa

i understand that the Laredo Consulate now requires an appointment for a visa application. Does anyone know a phone number or contact person to arrange the appointment? Calls and emails to the Consulate are getting me nowhere. I heard there was an online link to ise but cannot find it.

I understand this is a new policy withing the last few weeks. Any help would be appreciated.
