My temporary expires the end of this month and I have to go permanente.  I don't know how much longer I'll be living here so I was wondering if it's possible to fly Aero Mexico to Tijuana, cross into the states for a few hours, get customs papers at the border when I re-enter Mexico, fly back to Guadalajara on Aero Mexico from Tijuana and re-enter on a six month visitor's permit?  Thanks for any info.

 It might be cheaper to get the Permanente (unless that would involve changing cars) than to fly back and forth to go the other route getting a six month permit.  Run the numbers and go forth!

It is definitely doable. But once you go visitor/tourist again with the 180 day visa, you will have to start all over if you want to go Temporal or Permanente. But if you are unsure as to how long you will be living here, the tourist route is a whole lot cheaper than going Permanente.

Also, how long will the Mexican government turn a blind eye to the every-six-month "tourists"?
You probably should pay for a consult with an immigration attorney before dropping out of the resident process and carefully consider all ramifications.

If you do change to Residente Permanente, you may stay or go at will and will never have to worry about renewals with INM in the future. Should you leave, you will still have your card and will be free to return.
180 will go by in a flash, and you will have to leave, just to be able to return for another flash....

Until INM figures out they're losing a lot of renewal money & changes the rules again.

If you want to do real cheap then do a regularization 55 days after your temp expires, you only pay a fee of 1,100 then later they notify you of a fine amount which you dont pay and then after you dont pay they say you must leave Mexico and give you 30 days. You will get 4 to 6 moths and no border trip for under a hundred bucks.

No it would be a dismissal of the regularization so penalty would be having to leave country. Whole theory is based upon leaving soon, if not then renew to permanente as then benefits are driver license and health insurance.
