Can someone recommend a decent reasonably priced hotel in Saltillo?

Depends on your definition of "reasonably priced". Whenever we stop in Saltillo we stay at the Fairfield Inn, completely renovated, and a new addition complete. Rooms are nice, breakfast is not, Costco 4 km away. On our return trips to Ajijic, we often stop at the Costco to pick up a few things to get us going when we get home. Between 800 and 1200 pesos an night depending on date and occupancy.
