Several years ago, my neighbor built a bodega right up to my property line. Not wanting any problems, I never made an issue of it.

Is there a statute of limitations that says I can't make an issue out of it now?

The Fracc rules have a 10' setback rule.

Legally, that would/will be a judge's decision after winding it's way, after a couple of years, or more, through civil legal litigation.
If you try to remove it unilaterally now, you could face criminal charges, right now, and eventually, a lawsuit by the other party.
