Just wondering: I don't expect Spencer or Rolly to give us the final Word on any of the 8 pages of speculation, bitching, panic or general confusion expressed on TOB. You want free advice on what the future will bring? Try tea leaves or your local gypsy.
I do have a couple of questions that may be answerable: We've been here nearly 9 years; 5 years on FM3 non working: 4 on non working FM2 to expire in June of 2013.
1) When do we come in to your office, Spencer, to do something about that? Used to be 30 days before expiration.
2) Can we go directly to applying for citizenship at this point? That is our ultimate intent.

We're in the same boat, 13 years here, almost 14. we have 10 years on the fm3. On our third renewal of the FM2 inmigrado, all non working. So we'd like to know the same thing as Gringal. If you can that is. Our expiry is in May.

Or does the old method of longevity on an FM2 or FM3 even apply any more? It's almost as if all that really counts is how much money you can bring here.

I guess some of us were expecting / hoping the new Residente Temporal would look a lot like an FM3, but it turns out to look more like an FM2. The financial requirement for FM2 was 400 days, and it was the last stop before permanent residency -- just like Residente Temporal .
It will be interesting to see how Aduana/Banjercito deal with cars and working visas.

A little humor goes a long way when you're trying to find the devil in the details.
What's your take on the stuff towards the bottom (especially under Capitulo IV) dealing with: cambio a visitante por razones humanitarias.? In some of these it seems your Mexican wife, girlfriend, son, daughter, et cetera can petition the INM for you to be admitted on a resident card following a successful interview and investigation by the local consulate.
On a bright note for anyone who wants to learn Spanish at a university the income requirement for a Temporary Resident Student Visa is only 150 times the DF Daily Minimum Wage (150 x 62.33 = 9349.50 pesitos). Maybe some entrepreneur could set up a chain of diploma mills certified by the SEP and catering to those priced out by changes in the rules.

I just returned from INM and learned something new. If you all ready have an FM2 you must get a TEMPORARY visa until you have 5 years total. FM3 doesn't count as time served. We have one year credit on our FM2s so we need a temporary visa for 4 more years before we can go to the permanent status. Also if you all ready have a FM2 you do not need to show solvency. No financial statements are required at all. The office in SMA didn't have the bank forms to pay for more than one year so we have to return next week when they say that the forms will be available to pay for four years.

Based upon previous disparities between the actions of the various INM Offices, would this statement out of San Miguel de Allende be like trying to walk on quicksand while assuming that all INM Offices will have the same definitions?

From the Lineamientos Tramites 5 & 7, Requisito IV subsection on Unidad Familiar:
1. VĂnculo con mexicano:
i. Si el solicitante tiene hijo mexicano, acta de nacimiento mexicana o extranjera del hijo mexicano, en original y copia; o
Si el solicitante tiene padre o madre mexicano, siempre y cuando sea niña, niño o adolescente y no haya contraĂdo matrimonio o se encuentre en estado de interdicciĂłn y estĂ© bajo su representaciĂłn legal, acta de nacimiento del solicitante, en original y copia; o
Si el solicitante es hijo del cĂłnyuge; concubinario o concubina o figura equivalente de un mexicano, siempre y cuando sea niña, niño o adolescente y no haya contraĂdo matrimonio o se encuentre en estado de interdicciĂłn y estĂ© bajo su representaciĂłn legal:

In my case I am divorced from a Mexican and have a three year old Mexican son. It seems here under part iii. that the Economic Solvency requirements for those with Familial links to Mexicans are much much less. Either 300 x 62.33 per month in the bank and/orinvested; or alternatively 100 x 62.33 in a salary or pension. Myself, I am partially disabled and receive Social Security Disability each month in the amount of around 200x the daily minimum wage in the DF depending on the exchange.

Be careful translating "residente temporal."
That is the name of the new visa. Don't read it as temporary residency such as comes from an FM3 or FM2. It ain't the same thing.

Yes, that office does seem to operate in a satellite universe.
It is also obvious that the lady is not being given credit for her time on an FM2.

No, Amigo, it takes only four year with a Residente Temporal to move to R. Perminate. So claiming that it takes five years is BS. She got nothing. She has to do four years, effectively starting from scratch.

If one has an FM3 and does not qualify is there a provision for an extension to exit(to sell possesions and etc) the country. If not can one still do the 180 day tourist visa every 6 months with lower income requirements in the future?

Before taking anything posted by Yucalandia as the gospel, you might want to think about how many times over the past 14+ months he has claimed to have the inside track on just what was going to happen when the new law was implemented. Also, please think about how many times in the past, he has provided examples of how things are done in the Yucatan that conflict with experiences elsewhere.
