Clandestine cell phone towers???

I don't subscribe to the reporter so can't read the whole article, but does this mean people have been putting up their own cell phone towers? The heading says, "latest cell tower crackdown". Huh? Or maybe cell phone companies skirting regulations? What is the whole story?

It's cell phone companies or other communication entities (their contractors) erecting tower antennas without proper permits.

They tried to put one up lakeside illegally a few weeks ago and folks got the worksite shut down.

Smoking in the boy's room has a whole new meaning now. Third graders caught smoking pot in the elementary school washroom:
They’re getting younger and younger, and it’s a serious problem. In a Sonora, CA elementary school inland of the Bay Area, two third-graders – an 8-year-old and a 9-year-old – were found secretly smoking pot in a bathroom. Another third-grader discovered them and alerted school officials. A punishment for the students hasn’t yet been handed down, although some parents think they should be expelled. But is that really the way to deal with this problem? Kids that young often don’t even pack their own lunches or pick out their clothes in the morning. This incident brings up a lot of serious questions about kids and drugs. Were these kids smoking in the bathroom because they thought it was acceptable? When kids are smoking anything at all, or using any substance, it’s always a serious issue. Studies show that 90% of addictions begin during adolescence. And it’s extremely dangerous to be using psychoactive substances when the brain’s still developing. These kids hadn’t even turned 10 yet. And where did they manage to find drugs at that age? Were they the property of a parent or a friend, or did a drug dealer actually sell weed to kids this young? What do you think the school should do? Were these third-graders too young to know any better, or should they pay for their actions? wrote:
