This holiday falls on Tuesday. Does anyone know if Monday is considered a legal holiday, banks, government offices closed, or would it be on Tuesday?

No it is not a holiday. One way to check, if you happen to be a member of the LCS club, is to look in their phonebook. That's where I go to ensure the answer I make is correct.
