I believe so. We gave our workers the paid day off so they could enjoy a long weekend. They seemed to prefer that.

Workers get paid the normal pay with the day off....not working, staying away.
If you require them to work, as it is an official holiday, they get paid double time for the actual labor. Nothing to do with their holiday pay, which they are entitled to, under any circumstance.
So, with the holiday pay, plus double time for the actual labor of working the day, you would be paying triple for the day,.... if you ask, demand, or force them to work.
They CANNOT demand to work.

Does it carry over to Monday also? Are the banks closed Monday also?

I don't think so. My construction crew who work Monday through Saturday preferred Saturday off instead of Friday.

Same here Bob. The guys are taking Saturday off, and back to work Monday.
The jefe is having a BBQ for them on Saturday.
