Do police at Guadalajara Airport speak English?

I have a friend who was robbed at the Guadalajara airport. She needs to go back soon to file a police report. Does she need to bring a translator if she does not speak Spanish. I can't help her as I am not fluent enough, so if we need to bring someone, we need to plan in advance. Any experience with making such a report?

Such reports are made to the Ministrio Publico, not the airport police, who can do nothing unless they see it happen.

They would have to go to the ministerio public in Tlajomulco as that is the municipality where the airport is located and who has jurisdiction to take criminal complaints
