So in my neighborhood I've just found out someone is setting up a carpinteria next door (on Javier Mina north of the carretera ) in what has been a largely vacant lot - with a small home that locals have rented for 20 years.

Can they just do that?  or are there permissions required?  and I suppose most importantly - is there anything I can do to not have this happen?

thanks in advance for any advice/condolences...

maybe you can offer more money next year to the owner of the lot and rent the lot yourself. Iy should not go for much.
