Based on the yearly crowd patterns for other beach towns.....I'd suggest going in January. Very Happy

Better before the 15th of dic. as many government offices, other businesses, and schools at all levels, will be closed for the holidays.
A lot of those people will be at the beach cities.

The week before, the week of and the week after Xmas is crazy at the beach. By mid January it is back to just the vacationing gringos.

Oh crap!   The nationals head to  the beaches over holidays and with the newish highway from Durango, there are hoards of Mexican tourists every holiday/puente.
Then right after New Years, the snow birds arrive....arrrgh!  You might want to think about mid to late Jan...plus there will be more cultural things going on.  Google :  Cultura Mazatlan to see what's scheduled at the fabulous Peralta Teatro, also Casa Haas......you will love it there this time of year.  Disfruta!!!

It would depend on how long you want to be there. Up until a few days before Christmas, there will be loads of entertainment availab!e and the weather is usually pretty nice too.
