No, it is correct as written. It isn't subjunctive.
And it is spelled llegue. The letter g when followed by the letter e is pronounced as in gente. When followed by the ue it is like gato.

I was also confused the first time I heard it but it's fairly common,here's another one (trucha)means about the same as abusada unless your'e talking about trout.

'Culpable' is another one of those lovely cognates that only go to show just how closely Spanish ans English are related.
It means exactly the same thing in either tongue. one just has to learn how to pronounce it...
