A very common criticism of the federal government and military is that they in fact are concentrating on the Zetas while favoring the Chapo faction.

There have been unconfirmed rumors that there are advisers from the US on the ground assisting the Mexican forces in their search for Chapo. There has been further speculation that Chapo is not even in Mexico:
