Can a person with a tourist card register a car (Mexican-plated) in Chapala? If so, what are the requirements? Does one need a rental agreement and proof of year-round residency?

Yes, you need your visa, proof of residency such as a utility bill in your name or a rental agreement and a utility bill in the landlords name that matchs the name on the rental agreement, and your passport. You need to make two copies of everything to take along with you to the motor vehicle office.

It is a fairly simple process, as Bob says those documents are required.
I might add, if you don't speak pretty good Spanish, I would suggest taking someone with you that does. It will make it much easier.

Yes, my office can help and send someone with you but first will check to make sure your documents are in order and no delinquent fees are owing as well as make sure you have all proper papers to avoid waiting in line and then having to return or not be able to do the transaction.
