Decriminalized Drugs?
I heard last year that Mexico (and a few other Latin countries) had "decriminalized" personal quantities of most drugs (pot, coke, etc.). Never heard anything more about it nor did I see any increase in open drug use last time I was down. Did they or didn't they?
Note: My definition of "decriminalized" means that the Policia could issue a ticket (like a speeding ticket) but not charge, arrest or take to jail.

I think it's a speeding ticket for coke and a parking ticket for pot but I could be wrong.
