In Mexico how different are the cartels from the government? Maybe more efficient :-)

way more...The cartels always have played Robin Hood.. They have helped the towns they come from, there is a reason why noone turns them in in their own territories besides frea.. the locals also get goodies.. it is the carrot and stick phlosophy and it seems to have worked well for the mafia in the old days and worked well for CHapo and others.. They have a good sense of PR.. sometimes..
