how to replace lost ID

What is the procedure to replace lost Immigrado card and Drivers License?
Preferably without going to Guadalajara.

INM and DL both have offices in Chapala.  Go see them and find out what you need, if you don't have copies of either; if you do have copies take them to the offices.

Years ago INM required a police report but believe that is no longer the case.

It couldn't hurt...I tend to bring everything I can gather and **sometimes** it seems to impress bureaucrats.  CFE bill, TelMex bill, CURP, RFC, passports...the whole shebang.  

But frankly your copies are likely to be golden as far as them locating your records, verifying you.  I doubt any replacements are free, so also be prepared to pay for replacements.
