CAR TAX AXED?
Okay, Spencer, here's one to take your mind off your ladies for a moment: From today's news:

MEXICO CITY (AP) -- Mexico is phasing out its car ownership tax in a bid to stimulate the struggling industry.
Starting now, buyers will not have to pay duties on the value of new cars up to 250,000 pesos ($19,800).
President Felipe Calderon says the tax will be eliminated entirely Dec. 31, 2011.
The annual tax was created in the 1960s to help pay for the Olympic Games that Mexico hosted in 1968. It amounts to 3 percent of a vehicle's value.
Association of Mexican Auto Dealers president Luis Gomez applauded Thursday's announcement.
Domestic auto sales fell 30 percent in 2009 amid a severe economic recession.
Sales have barely started to recover, rising 3.6 percent during the first five months of the year, compared to same period in 2009.

Now, here's the personal interest angle: Last week we went to our local car sales place on the way to Chapala from Ajijic and plunked down a deposit on a new car (under 250,000). Should be delivered some time next month.
Today, we took the above information in to the place and after reading it, were told: "oh no, that won't happen till 2011."
We said, "but lookee here" and so she called the License (?) office, who agreed with her "oh no".
Back on the web, we found all sorts of announcements to the effect that it's gone, right now.
Do you know the skinny on this?

Well here is a news story today saying if you buy a new car this year you'll pay tenencia next year.

Thanks. But the problem we are having is convincing the dealer that we would not be liable for the tax upon purchase of the car this year. I do realize it sounds like we will have to pay next year. The dealer is adamant, so far, in spite of our sending several articles over there today.
Aaargh!

Well the way to convince them would be to send a copy of the actual law, published in the Diario Oficial de la Federacion.

Usually when published it becomes law and is effective. I'm a little new at the legislative end of things.

Thanks for the help. We sent the copy of the law in Spanish over to the car sales place with some other supporting material, so we'll wait and see what falls out in the next week. The car is ordered, but isn't here yet, so I am guessing that the actual date of sale is upon delivery with the Bill of Sale completed. Am I right about the official date of sale? Supposedly, it will arrive sometime in July.

The date of sale usually is the date on your factura which I assume will be when paid in full. Don't lose the factura, it acts as the vehicle title and if you lose it, it is expensive to get a court decree saying the car is yours!

We will cling to it as we have clung to pink slips on US cars. And thanks again for the info.

According to the Guadalajara Report article in the 19 June issue,
"As decreed by Presidente Felipe Calderone, the unpopular Tenencia tax will be eliminated on January 1, 2012."

That is part of the change, and refers to all those already paying yearly. One can hope. The change we're talking about taking effect immediately is supposed to act as a stimulus for people to go buy themselves a new car this year. A cheap car, under 250,000pesos.

Wouldn't surprise me if the dealer knew all along and if you didn't show them the law they would have pocketed the 12,000.

Spenser....you have a suspicious mind. So do I. When there's a peso involved, it gets more so, and exponentially so when many pesos are at stake.
