VivaAerobus has a crazy freaky special right now from GDL to Ciudad Juarez. If you look at the pricing details it says the actual fare is $24, tax $30.

They also fly to Houston, San Antonio, and Las Vegas, but I can't get a quote on their site for direct ---- you have to book a trip to and from Monterrey, and a separate trip Monterrey to your US destination. Cheap cheap cheap.
