The responsibility for traffic lights is with the secretary de movildad in Jalisco.

If you would like to comment that you would like to see the traffic lights fixed in Ajijic,  you can write this comment on the facebook page of the government entity responsible - Secretary de Movilidad

I think you want "semáforos" for traffic lights, and probably "Favor de arreglar..." or a different structure for the request.

I think alumbrado público are the street lights.
Semáforos are the traffic lights.

(c) Slow down before entering the intersection and continue with the necessary precautions.

Definition answer is B


(B) Make a complete stop and continue the movement after ensuring that no other vehicles approaching transverse artery. If you arrive at an intersection and the light is flashing red, what should you do? (b) Make a full stop, and then continue after ascertaining That Other vehicles are not approaching on the cross street.
