I'm considering Lake Chapala for retirement and will visit soon. I have no idea, though, how easy it will be to get around. (I won't be driving in.) Are there taxis? A car rental place? Public transport?

Yes, to all of the above. If you stay within one of the villages (Ajijic, Chapala, etc.) you can walk to restaurants, grocery stores etc. Buses & taxis are cheap and there are a couple of local companies that rent cars for a reasonable price.
