any kind of 'sound' ordinance / reg for the Joco municipio?

A little problem in the neighborhood with music blasting after 1:00 am and continuing into the wee hours of the morning.
It does not bother us directly, but one of the neighbors is getting the full blast.

Both of us have tried calling the police ... and they came once or twice, with some limited effect.

But the other neighbor would like to know if there is an actual ordinance / reg that addresses the 'hour' of the music or loudness?

Does anyone know and if not, does anyone have an idea of which office in the Joco local government maze might be the one to address this issue??

A few pesos to the Policia "office fund" might move things along unless of course the noise makers are "connected".

Most municipalities have a reglamento de policia y buen gobierno and there are the administrative faults and laws for neighbors
