Who has to pay and who doesn't.

Do Mexican citizens have to pay a departure tax? How about permanent residents?

I'm not talking the tourist visa fee.

Would personal experience suffice? The only departure tax I ever paid was when leaving Ecuador.

I just bought tickets to Houston for a quick r/t and I was charged a departure tax for both myself and my wife.

I will try to contact the airlines about a refund, though I always saw a departure tax on the final bill'

I've never seen a charge for a departure tax. There may be a charge of 26.50US for your tourist visa when you return to Mexico. But you don't even want to fill that out in the plane because you'll negate your temp or perm visa.

So who pays(if not the passengers) for the use and upkeep of the airport facility?

Also the airlines/aircraft that land and take-off from there. In some cases airports are further subsidized by the government.

The airport charges the airline company each time a plane is docked for loading or unloading passengers. They are charged a different amount if the plane doesn't dock at the terminal. Although, at GDL, everyone returning thru customs has to ride the bus to the terminal because for some reason GDL has no way to get international passengers from the docking/departure door upstairs down to customs.

Not true..Many times the ATL-GDL flight pulls up to one of the gateways. You then disembark and walk to the stairs/escalator to go down and thru immigration/customs..It is not every time but is at least 50% or more .. The same with departures...sometimes the gate and sometimes the BUS...

I was recently on a bus from Chetumal to Belize, most other passengers were European tourists. At the Mexican border the tourists were required to go to the Banjercito to pay a tax exiting Mexico. I showed them my residency card and was did not have to pay the tax. I have no clue if this was a tourist tax or departure tax.
