Can a Permanente (or a Nacional) legally drive a foreign-plated vehicle if it is provided/required by their employer?

Only if the employer is their relative or present in the vehicle. Permanentes have fewer restrictions than nationals, so need more info.

Okay sorry. I have a client who is a foreign (non-American) corporation doing business in Mexico. They want to provide vehicles for some of their employees (so the owner will not be present in the vehicle when used). They have several American plated vehicles in Mexico already and thought they could provide those. I told them that I believed they would have to first nationalize those vehicles before allowing their employees (some Nationals and some Permanentes) to drive them. I just wanted to confirm that or find out if there were alternatives.

They would solve the problem by buying vehicles in Mexico and providing them for their employees. It seems that is what Mexico intends.
Why, and how would a non-US company, doing business in Mexico, have US plated vehicles? Are they even legal? I smell something fishy.

I have never heard of, or seen, foreign plated vehicles used in legitimate Mexican businesses. Some US plated trucks are allowed into Mexico for delivery but have to return directly to US.

Obviously. But I want to know if that is the only way to go or if they can make use of the vehicles they already own that are already here in the country. I suspect that they cannot but I'd like to be able to suggest legal alternatives if there are any.

Nothing fishy. They have American management employees who brought their company-purchased US plated vehicles to Mexico. The employees and the vehicles are here legally.

I don't know how legitimate they are but I have seen foreign plated vehicles used as Ubers and as short-haul delivery vans. If it can be done legitimately I would like to know how.
Some of the Best Buy "Geek Squad" VW bugs in DF have Texas plates, for example. I doubt that Best Buy would risk having them here illegally so I'd like to know how they manage it.
