My understanding is that if you are solar you are billed every 2 months, otherwise you are billed monthly.

In 13 years I've lived in several houses in different villages and always received CFE every other month.

Once I went to solar and a digital meter 9 years ago my now small bill came monthly and those who had much larger residential bills still got theirs every other month.

Then someone at CFE management said hey we will get more money sooner if we get those big bill people who pay every other month to pay every month.

Now we do not have that many meter readers so let us get the solar panel folks whom are often paying $23 pesos every month have their meters read every other month.

So for the last couple of years I now pay $46 pesos every other month.

There is no rhyme or reason. Like Trailrunner, over nine years in several places in different towns and have always been billed every two months including currently.
