If I did not receive my CFE bill which is due this week can I take my last paid bill and pay at oxxo or wally world. If not is cfe open this week?

You need a current bill that is not past due to pay at retail outlets.
Don’t know if CFE is open or not, but they have payment machines in a lobby that is open before and after business office hours. You can scan the bar code from any previous bill and the machine will show what you owe.

Take "small" bills or ones that require small change. The machines will not give you lots of change..ie do not put in a 500peso bill for 100 cost

Yes, it does. Even on smaller amounts you can choose to have the change credited to your account or receive it in cash.

Pay them a year or so in advance, the bill still arrives every other month, with a 0 balance due..keep your own account balance and when after a year or so and the balance is low go by the CFE office and give them the funds for an additional year...I have found after many years of doing this they are correct to the centavo..One trip every year or so, no looking for bills, or rushing to Oxxo etc..

Same goes for Telmex and Telecable...
