Sorry, I can not access that site. It requires wide open privacy, and hopefully gets you to subscibe. I did find alternative source. This will be a huge mess for a while - the doctors, nurses, etc. know exactly what they are doing, but merging complicated and competitive amdinistration/bureaucracies will prove to be a nightmare. The only alternative is to hire an outside wunderkind, with no connections and loyalties, to put it all together like a giant Lego set.

they first will do Chiapas , Oaxaca Tabasco and Vera Cruz and then will add other states as they are ready so do not hold your breath in States where the indigenous percentage is low..

Since they cannot discriminate I do not think the foreigners are an issue right now.. Who knows what they will do later , in some systems in Europe you pay according to your income ..but outside of that I cannot imagine they will ban foreigners .Right now they have ISSTE , IMSS and Seguro popular, I imagine they could save some money by merging the 3.
They could start merging IMSS and SP and have the fees reflect the members income. In this case they would love to have foreigners and the SS payments puts them in the middle class category here.

...and is Itollefs point that it's not sufficiently public spirited to be concerned about whether or not we expats may lose access to the only health insurance some of us have been eligible to get?

I really do not see why the expats would be excluded..I can see why expat would worry because no one is thinking about it but it makes no sense they would be excluded..even the temporary as long as they pay for the year why should they pay excluded? May be with new people they could have progressive coverage and include various condition as the time goes by but AMLO s trying to be inclusive and help the poor so he needs the money from people who can participate..This said no one knows what will happen but I really do not think the expats are on the radar..

The constitution says all must be treated equally. That would include all permanentes/sp I do no know if those not know if temperados/sp are included in that.

I agree with both of you, don't see any reason why we would be excluded either. I don't even think we are a blip on AMLO's radar. We'll be an after-thought.

You are not on anyone's radar until you are. I am reminded of the New York insurance debacle back int he early 2000s. As an aged population retirees cost more than they might pay and for a startup new venture nobody wants a sure draw on resources out the gate. Especially for a system which is being reprogrammed to serve the neediest in the country. My guess is the new system will be worded in such a way as to make it available only to natural or naturalized citizens holding a voter card.

As Shana says you cannot discriminate.. so no I do not believe they will go after permanent residents, just like the green card holders have the same rights in the States ..the temporary I do not know but they can become permanent with time so it is not as much of a problem.
Naturalized citizens are citizens no need to make a difference there.
The poor are a way bigger problem than the expats who are a minuscule amount of the population and who can pay a fee like the rest of the middle class does.
I would not expect a system similar to those of Canada or Europe short term so it is important to have a little reserve for health purposes ..With time the system can improve but it may be a little late for most of us..

But they do discriminate when it comes to voting, owning property near the beach or border, certain licenses and jobs and joining certain clubs (IE GDL Golf and Country club, La Floresta Yacht Club). They won't even let non-citizens fly drones...….so I have no idea why you would think it is a far fetch to disallow non citizens from a medical program....

I think it is far fetch to exclude permanent resident. How do they discriminate when t comes to voting? Any citizen can vote.. They are very few countries were non citizens can vote. I have heard of one in Europe.
The planes and boats rules are connected to national security even a naturalized citizen cannot pilot a plane or a ship.
Yes they could discriminate against foreigners especially if they were a movement against them but it is not the case right now they have a whole lot more important things to worry about. All in all the foreigners are a plus not a minus.
When I lived in the UK back in the 60´s I was part of the healthcare system for 2 years so other countries let you join the healthcare system. People using IMSS pay for it why would you exclude foreigners.?

It's not easy to become a citizen. I spent considerable money trying to accomplish that, but fetched up against an immovable object in the form of a bureaucrat.
Bob is right about some situations where non-citizens are not given the same treatment; i.e. re beach property, but there is actually a good reason behind that, from Mexico's point of view.

A permanent residence cannot:
- Vote
- Obtain a commercial or Charter fishing license
- Own property within so many KM's of the border or beach
- Own a casino
- Join some clubs
- Fly drones
I'm sure there are many other things that a permanent resident can't do. My point here is several people have stated that "Mexico can't discriminate". Well they can and they do.
Not sure what you mean about piloting planes and ships as I know foreigners who fly planes here and own very large yachts.

Regardless, any participants in these programs, whether Canadian, American, European have to show some sort of public appreciation, by way of fundraising, volunteerism, etc. This is very common in Canada and in worldwide public health care systems in general.

gingal as far as the coast land, besides being a national security issue most of the land is communal or ejidal and non indigenous or comuneros are not giving equal treatment either even if they are Mexicans.. Same in Hawaii in some parts of the islands,,
Becoming a citizen is not easy anywhere and sometimes impossible. I do not thing Mexico is bad in the way their treat permanent residents..and it is not very difficult to become one .Try to get a green card if you are Mexican..
