To be expected considering the "liberalization" of economic policies the US insisted upon as conditions for the funds. There's no free lunch, even if called "aid", when the Americans are involved. Later behavior by the IMF and World Bank was/is no different. Just ask Poland or Yeltsin or Sukarno, and later Suharto, or Chile or, really, any country in Latin America that they've fucked-over for the past 40 years or so. Pax Americana, my ass.

well I believe Stalin wanted nothing to do with it to start with but yes I agree with you , ther eis no free lunch.
