New Requirements at Land Ports of Entry and Ferry Terminals Will Protect Public Health While Facilitating Cross-Border Trade and Travel

WASHINGTON – Beginning on January 22, 2022, DHS will require non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide related proof of vaccination, as COVID-19 cases continue to rise nationwide. These new restrictions will apply to non-U.S. individuals who are traveling for both essential and non-essential reasons. They will not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

“Starting on January 22, 2022, the Department of Homeland Security will require that non-U.S. individuals entering the United States via land ports of entry or ferry terminals along our Northern and Southern borders be fully vaccinated against COVID-19 and be prepared to show related proof of vaccination,” said Secretary Alejandro N. Mayorkas. “These updated travel requirements reflect the Biden-Harris Administration’s commitment to protecting public health while safely facilitating the cross-border trade and travel that is critical to our economy.”

These changes – which were first announced in October 2021 and made in consultation with the White House and several federal agencies, including the Centers for Disease Control and Prevention (CDC) – will align public health measures that govern land travel with those that govern incoming international air travel.

Makes no sense to have a rule for citizens and another one for non citizns, the virus does not make a difference.. As long as politics enters the decisin they are pissing in a violin as we say in France.

It may have something to do with the (fact?) that the government generally cannot deny a citizen access to his/her homeland. Maybe.

Yes, Canada does the same. You  can't  get in as a foreigner without proof of vaccination, but as a Canadian cittizen, they have to let you in, but you are subject to 14 day quarantine.

I don't know anything about ferry crossings but at land crossings you are already on U.S. soil when you are checked. I doubt that there is any process for "deporting" a citizen. What would happen if the country that you just left denied you reentry?

The US requires airline passengers flying into the US to show proof of a negative antigen test INCLUDING its own citizens.

I've always wondered what happens to Americans who renounce their US citizenship if they have not obtained citizenship in another country? Where do they go?

I would think that people who renounce any citizenship are smart enough to do it after they got another nationality. If they did not they are really stupid and have a big problem. They probably residnts of another country so they have to apply for citizenship but that would be a tough one.

Can't imagine one needing the Booster also as many/most US Citizens there don't have it. But good question as to what vaccines are accepted. Maybe/probably only those that the US 'recognizes' which might exclude what some folks had to accept.

Logic would dictate that land crossing proof of vaccination would be the same as for air travel arrivals. But, who knows...

There are three vaccines approved for use in the U.S.: Pfizer, Moderna and Johnson and Johnson. According to the U.S. Centers for Disease Control and Prevention, a person is considered “fully vaccinated” if it’s been two weeks after the second dose in a two-dose series or two weeks after a single-dose vaccine.

But not all COVID-19 vaccines available in the U.S. are used worldwide, and some people vaccinated abroad may not have been injected with a dose approved for use in the U.S. So, the CDC also considers a person fully vaccinated if they were inoculated with a World Health Organization emergency-use dose. Those shots include the three available in the U.S., and the Oxford/AstraZeneca, Sinopharm and Sinovac vaccines.

The CDC’s recommendation has already been conveyed to the travel industry, the White House said.

“Earlier this week, to help them prepare their systems, we informed airlines that the vaccines that are FDA authorized/approved or listed for emergency use by WHO will meet the criteria for travel to the U.S.,” the CDC told USA Today.

It’s still unclear whether American citizens immunized in countries without the aforementioned authorized vaccines would be considered vaccinated or unvaccinated. Another question is what this means for non-citizens who have received a COVID-19 vaccine that isn’t FDA authorized or approved or authorized by WHO. That would exclude vaccines like Russia’s EpiVacCorona, which is used in Russia, Belarus and Turkmenistan but isn’t FDA- or WHO-authorized, or China’s CanSino, which is available in 10 countries worldwide, including Mexico.

The CDC appeared to answer the question on Sept. 28 when it updated guidance to say impacted people “may start over with an FDA-authorized or approved COVID-19 vaccine.” The agency also recommends that people who got vaccinated with a non-CDC or WHO authorized vaccine wait at least 28 days before getting an authorized vaccine, which will almost certainly complicate already tricky travel plans.

There are also questions about mixed doses, and the U.S. hasn’t said if it would impose vaccine validity rules as one country has already done.

Either way, the U.S. will have to figure out how to verify vaccine credentials for so many countries.

So on January 20th the Gov'ment announces that starting on January 22nd all otherwise upstaning but unfortunately non-citizens must have been vacinated by WHO accredited vaccines. Screw you if you had long standing plans/committments/lodging/employment etc etc. and might have been unable to get vaccinated twice with those winners because they were not available to you. AND we recommend that you wait another 28 days before you try and get a 'real' vaccine. But we haven't quite figured out how to verify vaccine credentials of others yet. Right? In the mean time there are MILLIONS of US citizens parading around in the country without even haven bothered nor ever planned on getting ANY vaccine, clogging up the hospitals and ICU wards across the country. Makes me want to puke! but maybe that's only me.

It's not just you Rick. However, Mexico also makes me want to puke because they have NOTHING in place at either air terminals OR the land border. Way to protect your citizens AMLO! What a dickhead!

On another note I see that Britian is removing all covid restrictions at the end of the month including any "mandatory" mask wearing. Should be interesting.

One day France announced  no test only vaccines are availabl but the next they also annFeb 1 and more Feb 15 as the wave is going down. UK got it first and seem to be coming out of Omicron and France will follow suite in  a couple of weeks..
That is why I do not want to travel there right now, you just do not know from one day to the other what the rules are although the 3 and soon 4 vaccines seem to be the requirement that is going to stick to do anything,,, Another variant out of Denmark is showing up in France , hopefully less problems than the other, that would be nice for a change.. Something like BA2.
