Lakeside Crime Stoppers Question

I have read every post that mentions the use of the Crime Stoppers concept but I don't get what direction they seem to be headed in. Maybe someone on this forum is "in the know" enough to answer a few questions:
1) Is it that they like the basic concept but are going to reinvent "the wheel" to adapt to Lakeside?
2) Have they been in touch with Crime Stoppers International to check into obtaining assistance from them?
3) There seems to be a movement underfoot to jump in and put a website together - why are they considering this if there is a standardized proven format?
