The Buy Back Programs seem promising as well

Thru The Buy Back Program... When a crackhead steals a gun.... instead of using it to rob someone... they Sell It Back To The Cops.... All the while... Parting It From Some Dipshit Redneck who left it sitting on the dashboard.

Talk about Proactive.... this gets everyone involved... The Good Guys, The Bad Guys, & The Dipshits!!
