Why such a high duty on books?

Impurt duties as far as I know are for two reasons; 1) Revenue for the government, and to a lesser degree, 2) Protection for local sellers.

Clearly, when the duty on incoming books is higher than the cost of the book originally, people are not going to do much bying and bringing in of books and if/when that happens, the government loses.

I'm also wondering if there is a limit on the number of books someone can bring in by air and land.

It is to discourage education, did you have any doubts?

I have never been charged duty or taxes on any book I've ordered from Amazon and had shipped to me here. Only shipping.

I regularly shop at all the Secondhand Stores and Bazaars... The Books available here are so Inexpensive
it doesn't make sense bringing my collections from Canada.

I've never ordered out for new publications... but there is always Kindle...

There is not supposed to be duty on books but of 4 orders from Amazon they charged me on two.  It wasn't that much but still urked me

Maybe not marked BOOKS ?

It was explained to me that books shipped from the USA are not taxed; those shipped from Amazon's European warehouses are taxed.

FYI Used paperbacks locally are now 5 pesos including LCS. Hardbacks are still 10 pesos at LCS.

Yes...The money goes for new books at the LCS library and anyone is welcome to purchase used books.
