Why all the police along the Carretera today?

Just got back (3 PM) from driving through town and wondered why there are police, etc. all over? Nothing happening yet, but it looks like there is somebody at each major intersection, ready to direct traffic, plus 3 large police trucks at the roundabout in La Floresta, complete with fully outfitted officers. Even one at the intersection of Rio Bravo (?), where Tabarka used to be. Anybody know what's up?

When we went to Real de Chapala hotel at 9:45 there were around 100 Government cars and trucks there. Looked like a big pow-wow
