MONEY TRANSFERS

I heard on CNN yesterday that the new administration has indicated that it intends to proceed with the enactment of a policy of taxing remittances and money transfers from the US to Mexico to help pay for "the wall".  
Has anyone heard or read, if that will apply to US Social Security checks directly deposited to Mexican bank accounts and/or cash withdrawals from Mexican ATM dispensers, of funds from US banks?

Lawsuits will abound! Both liberal and conservative Americans who live here would be penalized. Additionally, how can they monitor money deposited into a US bank and taken out of a Mexican ATM? They are biting off more than they can chew. I use a non US based transfer service to fund my build in Guanajuato City. I think it would be a legal mess to get foreign, online transfer companies to comply.
