I paid my bill today and it turned out to be the exact same amount as last year which wouldn’t be strange except I paid for a meter year before last. Why wouldn’t I have an actual amount rather than what is obviously an estimate.

I used to get a statement every month until just before the last election so I went to Simapa in Chapala where they printed out all the 2018 meter readings for me. They had read the meter they just didn't bother to deliver the statements so it is now up to me to figure out when the prepaid amount is used up. They did say the rate was not going up for 2019 so I will be paying the same $1500 for the second level of consumption.

IF the water is available in the line 24/7/365 then a water meter is a good option.
IF there are no leaks in the water distribution system then a water meter is a good option.
Let's face it, both those if's are pretty much non existent in most of Mexico.
Your water meter spins whether there's air OR water in the system and is, therefore, reading your water consumption incorrectly UNLESS there is an air bleed valve directly before the meter.
There's a lot of info on this on google but this link probably explains it the best...

The other downside of not having an air bleed valve before the water meter is that water cools down the meter but air spinning the meter heats it up and destroys the meter.

For me the meter was a good choice. I was paying some 2700 per year and now 1500 lasts about 14 months.

My bill went way down as well. Coming here from the Caribbean I was always very wary of wasting water. Thanks for that info, Trailrunner. I think I do have that valve.
