Can anyone tell me if one can purchase as well as finance a new car in Mexico? I would assume that an FM3 would be required if its possible at all.

Yes, you can do it, but the interest rates on the loan will give you a heart attack.
México is basically a cash society, so when you finance something, you pay a very high price.

My understanding is the interest rate is not locked in either.

We have purchased 3 MX vehicles and 2 ATV's, 2 from dealers and 1 from a private party, easy transactions, either a check, credit card or bank transfer. Piece of cake but make sure all the paperwork is in order and no amounts are due on the plates.
We have had absolutely no problems.
FM and Passport are needed and proof of residence and Drivers license of course from wherever.

Financing a car in Mexico if you are over the age of sixty is difficult.
