He was gone pretty quickly but what would I have told them? He wasn't breaking the law then (singing and being annoying isn't illegal) and unless he has a warrant for his arrest, what could they do?

Probably nothing. Realistically, the shop owner/manager would be the person to "move" him.
The kids that usually run the place aren't likely to do it as they have no motivation. Lizzy

I saw him walking on the street by Sunrise Saturday late morning. As he went by he yelled but kept on walking (thank God.)
