When our neighbor died her son came down and got an FM2 before he sold the house so he did not have to pay capital gains,. I do not know if he was correct but if he was the heirs will pay the capital gain .

How did he go to an FM2 unless he had an FM3 first, or was he here awhile before selling the house?

I know 2 people who did it so I guess it was possible He was here a very short time.
I do notknow under the new law how you could do it.

The fellow came every year to visit his mom for a few days, go to the coast for vacation and reup his FM3. He was able to apply for an FM2 and receive it quickly so he could sell her house quickly. Which he did for much less than it might have if he had taken his time and consulted a real estate office. The woman who bought it got a STEAL at under $150K. The guy was happy though because in his own words his mother had lived 20 years longer than she should have and if she'd just died a few years earlier he'd have had way more money. He was an ass. We hated him and having to deal with him over the years about his mothers.

You can apply for as permanente as the first step now if you have enough resources to show. We received our permanentes after only 10 months of having our first FM3's.

The other person was on an FMM and went directly to FM2. I guess no change there .

There's some indication this may change to the advantage of those with less assets and to the disadvantage of those with fewer years. Reference: Spencer on TOB suggesting we get on with it if we're going Permanente after a short time here.

Spencer is who suggested we do it right away. He probably doesn't have a lot of faith in things staying the same and who knows they could cancel it all together or increase the required amounts even more. We weren't going to wait around to find out.......jaja.

INM just changed the rules quite drastically. Why are you convinced they won't ever change again, including the new permanente?

If they change the permanente again it won't likely affect those that already have one (IE. raise financial requirements or change other qualifying factors) hence the reason to get one now if you can.

The permaente is the equivalent of the green card and although they can twick thigs here and there you are way better protected than under the temporary status.
It is true pretty much everywhere although they can decide yo need to renew or update your papers every 10 years or some othe annoyances they are likely to be small changes, nothing like they pulled on the FM3 this year.
If you live here permanently you should get a permanent visa to be protected.

Going back to my demographics question, I didn't explain my thinking since I wasn't questioning nationalities but more interested in the reasons behind this reported surge. In no particular order:
1) First time buyers possibly impulse buying on their first visit?
2) Investment buyers thinking the market was turning upwards and opportunities exist to "flip"?
3) Buyers who have been renting and finally made up their minds on an area to live?
4) Buyers who have recently sold and now are ready to either down or upsize?
5) Another category of investment buyer looking towards rentals for income?

Just a few possible reasons and I would guess others can come up with many more?
