The notary performed by the U.S. Consulate is generally accepted by financial institutions. I've used it myself with no problem for Fidelity, Garibelli as
well as Banamex USA.

The medallion signature guarantee is used when securities (stocks/bonds) are being transferred. The signature guarantee verifies the authenticity of the signature on whatever form is necessary to authorize the transfer of the security. Most brokerages I have dealt with will not accept anything less than an embassy seal when I am out of the country and want a transaction that would require a medallion guarantee. They definitely will not accept a notary acknowledgment for transfer of securities. Mutual fund companies don't often have a signature guarantee requirement for their transactions.

A notary acknowledgment does not verify the authenticity of the signature, only that a person with ID satisfactory to the notary has signed the document or witnessed the signing of a document.
