I don't know,he could have been both I suppose.

Since an expat is a person living in a country not of his birth and a fugitive is someone fleeing to escape capture, he sure could be both.

The same thing would no doubt happen to "La Tuta" if he showed up in Vancouver. What good are they to the local operation?
