Depending where you park around the mall - it is in the back (north-east) corner beside the movie theater. Occupies 2 stories - you go upstairs and turn left and go to the end for the driver's license area. I find it easiest to park along the south side of the mall near the school entrance. You go in the south doors and dead straight ahead is the movie theater entrance on your right. Walk past that and you will see the entrance to the Jalisco Regional offices.
