On android go to the settings and turn on Bluetooth scanning when you see free2move, do not use that ATM.
IPhone does not reliability work doing this due to .. just go read the article. .. read the comments too.

So has anyone checked any of the ATMs in the Chapala area for the Free2Move bluetooth beacons? Even the Daily Mail newspaper in England has an article posted about this international scam centered on Mexico...!!!

It's worth noting that, at least in this report, all the ATMs were privately owned and none was bank owned or on bank property. This is consistent with the consensus recommendation to use only bank ATMs. At least for now that seems to be the safest practice.
