Wife and I got flagged down by cops just West of Walmart. They had one other car stopped. My paperwork was fine but no smog certificate. He said in English, fine for no smog certificate was $1,080.00. Said I could be towed and pointed to a flatbed with a car on it that I think just happened to be going past.I said give me the ticket.

His discussion in English was clearly looking for a bribe.

Bottom line, he told me to get a smog certificate and walked away.

End of story.

Hard to get a smog certificate when all the certification centers are currently in suspension.

Cop was just looking for anything to threaten me with.

My surprise and disappointment stems from the idea that the Old Guard (Chapala Police) were tossed out due to corruption, widespread corruption, and the New Guard wouldn't do that.

Clearly demands for bribes is creeping back in.

Transito's and cop's are two different entities. Local cops don't do any traffic work. Only Federales or Transitos.

It was one of the "new" trucks. Either way it doesn't matter. The cop wanted $$ and got ZIP.

You need to identify the transitos.
They are either
a)   State transitos or
b)   Municipal transitos in which case that is posted on the truck
If they are municipal you can report them to City Hall and they will be fired
If they are State then report them to the State Transitos office on Flavio Romero. It would be good if you have their names and their plate number.
In any case I would advise Hector our City Hall contact. He can report without giving your name.

Can you clarify your location, the guys I saw were just above the Walmart junction on the Libremento and for me I thought they were NOT Chapala Transitos...but you were stopped not I.

The policia need money also.

Best thing I ever did was donate 20 frozen turkeys to the local corrupt Police dept in Wilco County back in 97.
Told them it was for the disadvantaged. No more getting pulled over.

He did not ask you for money or give you a ticket so not much to say. The proper procedure is that you get a warning in writing that you have so many days to get the sticker but if the machines are not working there is no much the cop can do.

There is currently no system in place to smog cars. This is a moot thread. The OP was hustled. That transitos do that is not exactly breaking news.

If the stop was west of WalMart, they were from the State.

Cops don't enforce traffic violations including smog stickers. Only Federales or Transitos.

The focus of my O.P. was that by whoever done, the bite is back in swing here, or at least starting.

No, he never directly asked for money. He said the fine for no smog cert. was $1080 (not true). He said my car could be towed (not true).

The most telling thing is when I said just give me the ticket, he asked, "Do you really want to pay in Chapala?"
I said yes, gave me papers and said to get the certificate.
