Through the years, there have been a number of conversations about illegal fill on Lake Chapala. According to the following article from INFORMADOR, in the past six years, there have been nearly 100 cases of documented invasions:

Apparently, enforcement resources (money) are lacking. One example cited in the article are the restaurants on Stone Barrenada in San Juan Cosala but they provide a breakdown of infractions by city or town with Chapala having the second highest with 27.

no big deal, however owns the UGLIEST place on earth, located on the AJIJIC pier, has not been touched in who knows how many years.

Nobody "owns" it, it's a federal concession on federal land. How that came about is a "story" in it's own right.
