For Chapala it says for new licenses and endorsements. Bring your vehicle for the road test. But what if you just want renewal.

I have an INAPAM card but my husband does not and is over 60.  Do you have to show the card for the discount?  This is for a renewal.

We didn’t. When making appointments they ask for birthdate. Everyone over 60 gets the 50% discount price. We did not have to show our Inapam card but we took everything else we have including recent utility bill with your addressed.

I don't have an Inapam card and got the discount. I'm 70.

I don't think they care how far in advance. It just changes your renewal date.
